Job Description:

Phoenix House California Department of Corrections and Rehabilitation (CDCR) program. The CDCR program is a Single-Level Substance Use and Disorder Treatment (SUDT) program. The SUDT program is designed for offenders who demonstrate the willingness to maintain appropriate behavior to take advantage of such programming and for offenders who have been referred to the program based upon substance use or possession infractions. 

The goal of the Phoenix House California CDCR program is to address offenders’ criminogenic needs prior to release and to facilitate a successful transition back to their communities in order to reduce their likelihood of re-offending.

The treatment services include a wide range of substance use treatment components; assessments, treatment planning, case management, group and/or individual counseling, skill building, drug education, and relapse prevention.


  • Deliver treatment service to Participants;
  • Conduct group and individual meetings;
  • Evaluate and document the progress of the Participants assigned to their groups;
  • Work directly with the Participants to develop and implement a treatment service plan;
  • Coordinate with Transition/Continuing Care Counselor to develop a Community Services Plan and transitional documents, as directed by California Department of Corrections and Rehabilitation (CDCR), for continued community program activities;
  • Work with Participant to create a support network of the Participants pending return to the community; and
  • Shall work collaboratively with the CDCR and institutional staff.

Certifications / Requirements:

  • The Counselor shall possess high school diploma or its equivalent; and
  • Certified as an Alcohol and Drug (AOD) Counselor, with a certification recognized by The Department of Health Care Services (DHCS) or willing to register upon hire.
  • Minimum of one (1) year experience providing Single-Level Substance Use and Disorder Treatment (SUDT) services to an offender population preferred.
